The Special Areas Board (SAB) is a unique form of local government located in southeastern Alberta. Established through the Special Areas Act in 1938, we provide government services and public land management to residents and businesses over 5 million acres.

At Special Areas, we deliver the municipal services our residents depend on, from grading roads to potable water to emergency and enforcement. We manage over 2.5 million acres of public lands, supporting our ratepayers through the administration of community pastures and leasing public lands for grazing and cultivation. We work with partners in the region to support economic development and rural stabilization, and we help visitors reconnect with the land and sky in our recreation areas and campgrounds.

We are seeking an experienced Facilities Manager to lead the operation, maintenance, and capital development of Special Areas Board (SAB) facilities and infrastructure. This role ensures facilities are safe, compliant, and operating efficiently in accordance with all applicable regulations and standards. You will oversee preventative maintenance programs and capital projects from planning through completion, manage budgets and contracts, and ensure compliance with hazardous materials and environmental requirements. Working closely with the Director, Municipal Services, you will provide technical leadership to staff, contractors, and consultants while supporting long-term asset and infrastructure planning. What You’ll Do

  • Lead capital planning, maintenance programs, and lifecycle management for facilities
  • Develop project scopes, schedules, and oversee procurement and contract administration
  • Manage contractor performance and ensure technical quality and compliance
  • Provide leadership, coaching, performance management, and support recruitment
  • Ensure compliance with legislation, regulations, and Occupational Health & Safety standards
  • Develop and implement safety programs, policies, and safe work practices
  • Oversee dam safety program and communication tower infrastructure; liaise with regulators
  • Manage hazardous materials identification, compliance, and abatement activities
  • Monitor budgets, contracts, and expenditures to ensure fiscal accountability
  • Support long-term capital planning and asset management strategies
  • Conduct facility assessments and provide technical support to operations staff.

What You Need:

  • Certified Engineering Technologist (CET) designation or equivalent; degree in Engineering, Construction Management, or Facilities/Asset Management preferred
  • 7 years of progressive leadership experience in facilities management, capital projects, or construction
  • Strong background in project planning, contract management, and facility operations
  • Knowledge of applicable regulations, safety standards, and asset management principles
  • Professional certifications (e.g., Asset Management, Facility Management) or trade certification considered assets
  • Valid Class 5 Alberta driver’s license
  • Ability to perform occasional site work, including inspections, light physical tasks, and lifting up to 50 lbs.

Important Considerations for Applicants

  • Candidates with a combination of relevant education, extensive experience, and demonstrated skills in facilities management, project oversight, and construction may be considered, even if they do not meet the formal educational requirements
  • Ability to work overtime as required by emergency corrective work
  • Designated safety sensitive position and mandatory pre-employment drug testing will be required on all newly hired employees.

Permanent Full Time - 2026 Position

  • Annual Salary Range $93,189 - $113,536 depending upon relevant certifications, education, skills and experience
