POSITION SUMMARY
The Manager of Capital Assets ensures proper construction of infrastructure within the Town of Drumheller by providing technical advice and support to staff and the public and private sectors and provides direct leadership to the (Junior) Project Manager and Graphical Information System (GIS) Technician. This position is responsible for providing efficient and effective support, site inspections, quality control and survey confirmation.
SPECIFIC ACCOUNTABILITIES
- Demonstrates leadership experience in infrastructure engineering and planning, feasibility studies, hydraulic modeling, project management methodologies and implementation initiatives.
- Possesses extensive knowledge in civil engineering, project management and delivery of capital projects.
- Demonstrates operational knowledge of safety regulations and the ability to plan and coordinate projects to ensure the safety of employees, contractors, consultants and the public.
- Establishes annual and long-range goals and capital programs in concert with corporate priorities, budget and operational needs.
- Leads the growth and development of the community through long and short-range planning, administrative recommendations, budget submissions and project coordination.
- Provides recommendations on long-range infrastructure and transportation planning regarding community growth.
- Prepares options and recommendations on engineering projects requiring a higher level of detail and complexity.
- Plans, coordinates and implements capital works projects for Town infrastructure, including transportation, utilities and drainage.
- Retains, instructs and oversees engineering consultants.
- Liaises with developers, consultants and contractors on construction and development projects.
- Leads, reviews and approves engineering-related submissions to ensure adherence to good engineering practice and specifications, where applicable.
- Utilizes quality assurance techniques, departmental program evaluation and other similar tools to identify opportunities for improvement.
- Solves complex problems and improves operations using creativity, innovation and best practices.
- Develops and ensures the application of appropriate engineering standards for municipal projects under his/her direction and ensures that these are properly planned and constructed.
- Establishes and modifies departmental service level statements to ensure services are delivered appropriately and in accordance with corporate priorities and budget.
- Ensures departmental compliance with legislation, regulations, corporate policies, procedures and guidelines.
- Uses diplomacy and strong communication, presentation and relationship-building skills to create and maintain collaboration among internal and external stakeholders and partners.
- Has proven experience and demonstrated expertise in providing leadership and direction to professional and technical staff in a unionized environment, including motivating and mentoring, conducting performance appraisals, and carrying out grievance and disciplinary provisions of a collective agreement.
- Performs other related duties as required and follows all Town policies, procedures and standards.
Asset Management Responsibilities
- Develops strategic asset management plans, condition assessments, hydraulic modeling and offsite levy programs.
- Maintains and keeps current the terms of reference, Asset Management Policy, Municipal Risk Register, measurement metrics or Key Performance Indicators (KPIs) and regulatory register.
- Collaborates with team members across the organization to determine a systematic approach to the development of Asset Management practices.
- Develops and reviews a Strategic Asset Management Plan (SAMP) in alignment with organizational objectives.
Reporting
- Prepares reports and recommendations as required.
- Attends, participates and presents reports in committees and Council meetings as requested.
- Prepares inspection reports.
Other Responsibilities
- Acts as a resource and provides supporting information/documentation to other departmental staff across the organization as requested.
- Oversees the ongoing development and maintenance of the Town’s Geographic Information System.
EDUCATION AND EXPERIENCE
- Holds a Civil Engineering Technology (CET) Diploma from a recognized post-secondary institute or a P.Eng.
- Has a minimum of two (2) to four (4) years of progressive experience in the applied field. An equivalent combination of education and experience may be considered.
ADDITIONAL REQUIREMENTS
- Has knowledge of municipal and highway engineering and construction practices, procedures and specifications.
- Possesses familiarity with municipal and provincial legislation.
- Demonstrates excellent public relations, customer service, professionalism, diplomacy and tact.
- Demonstrates excellent organizational, prioritizing and time management skills.
- Demonstrates strong decision-making and problem-solving skills.
- Is proficient with Microsoft Office and related engineering software.
- Has knowledge of ESRI (Arc-Map and Arc-Pad); this is considered an asset.
- Has a strong understanding of municipal budget planning, forecasting and management principles.
- Plans, prioritizes and manages own workload, including the ability to tolerate frequent interruptions and still meet deadlines.
- Demonstrates knowledge of municipal governance, Council meeting procedures, Access to Information Act (ATIA) and the Protection of Privacy Act (POPA) legislation.
- Able to work evenings or weekends to support Council or public events.
- Holds a valid Class 5 driver’s license and a satisfactory criminal record check.
Employment Category: Permanent Full-Time
Hours per Week: 37.5 hours (Monday to Friday)
Compensation: $93,541.98-$118,747.87
