Manager of Planning & Development

The Town of Drumheller is seeking a strategic and community-minded leader to join our team as Manager of Planning & Development. Reporting to the Director of Recreation & Community Services, this exciting leadership opportunity plays a key role in shaping Drumheller's future by guiding responsible growth, supporting economic development, and ensuring planning and development services are responsive, innovative, and customer focused. As a member of the leadership team, you will provide direction and oversight for municipal planning, development, and safety codes services while working closely with Council, developers, residents, businesses, and community stakeholders. This position offers the opportunity to influence long-term growth strategies, lead complex projects, and contribute to the continued success of one of Alberta's most unique and dynamic communities.

Key Areas of Leadership:

  • Provide leadership and operational oversight for the Planning & Development team, fostering a collaborative, service-focused culture while supporting employee growth and performance.
  • Lead the delivery of planning, development, subdivision, permitting, and safety codes services, ensuring compliance with applicable legislation, municipal policies, and best practices.
  • Support Drumheller's future growth by leading statutory planning initiatives, policy development, bylaws, and long-term development strategies aligned with Council priorities and community needs.
  • Provide strategic advice and recommendations to Council, stakeholders, developers, and the public while navigating complex planning and development matters.
  • Champion continuous improvement, stakeholder engagement, and cross-department collaboration to enhance service delivery and support community development.

EDUCATION AND EXPERIENCE:

  • Completion of post-secondary education in urban planning, community planning, geography, or a related field.
  • Registered Professional Planner (RPP) designation or membership with the Canadian Institute of Planners (MCIP) / Alberta Professional Planners Institute (APPi) is preferred.
  • Possesses a minimum of five (5) to seven (7) years of progressively responsible experience in municipal planning, development, or a related field, preferably in a municipal environment.
  • Preference will be given to candidates with public sector certification such as NACLM Level I or II, or a recognized public administration program.
  • An equivalent combination of education and experience may be considered.

ADDITIONAL REQUIREMENTS:

  • Demonstrates strong leadership and people-management skills, including the ability to coach staff, address performance concerns, and support a respectful workplace.
  • Demonstrates strong written and verbal communication skills and the ability to handle conflict or difficult situations with professionalism and sound judgment.
  • Proficient with the Municipal Government Act, Safety Codes Act, Subdivision and Development Regulation, and other legislation applicable to planning and development services.
  • Able to work evenings or weekends to support Council meetings, public hearings, public engagement activities, or special projects.
  • Holds a valid Class 5 driver's licence and can provide a satisfactory vulnerable sector check.

Position Details:

· Employment Category: Permanent Full Time

· Hours of Work: 37.5 Hours per Week (Monday to Friday)

· Compensation: $93,541.98 - $118,747.87 per annum.
