POSITION SUMMARY

The Project Manager plans, coordinates, and delivers municipal capital projects that support the Town’s strategic priorities and approved capital plans. Reporting to the Manager of Capital Assets, the position provides technical support and project management expertise for infrastructure projects from concept through completion. The Project Manager works with internal departments, consultants, contractors, regulators, and stakeholders to support safe, efficient, and compliant project delivery in alignment with Town standards, approved budgets, and corporate priorities.

KEY ACCOUNTABILITIES

Project Planning & Scope Development:

  • Prepares business cases, project scopes, cost estimates, schedules, procurement documents, and supporting project records.
  • Coordinates design development and reviews drawings, specifications, and engineering submissions to support public safety, regulatory compliance, constructability, and cost-effective delivery.
  • Contributes to capital planning by refining estimates, identifying project needs, and coordinating technical inputs for future works.
  • Develops Requests for Proposals, tender packages, scopes of work, background information, site details, and evaluation criteria for engineering, consulting, and construction services.

Project Execution & Contract Administration:

  • Plans, coordinates, and delivers capital works for transportation, utilities, drainage, facilities, and related municipal infrastructure.
  • Conducts site inspections to monitor progress, verify quality, and confirm compliance with drawings, specifications, contract requirements, and safety expectations.
  • Maintains project schedules, budgets, cost tracking tools, and project files to support effective control and reporting.
  • Reviews submissions, confirms contractor and consultant qualifications, and prepares recommendations for contract award.
  • Administers contracts and coordinates the work of consultants and contractors to support scope, schedule, budget, and quality outcomes.
  • Reviews invoices, progress claims, change requests, and internal charges to confirm accuracy and compliance with contractual and financial requirements.
  • Tracks project risks, issues, budget pressures, and schedule changes and provides timely recommendations to support decision-making and issue resolution.
  • Coordinates project closeout activities, including deficiencies, record documents, Construction Completion Certificates, and Final Acceptance Certificates.

Compliance & Organizational Support:

  • Ensures compliance with applicable legislation, regulations, standards, Town bylaws, corporate policies, and approved project requirements.
  • Prepares reports, recommendations, project updates, and supporting documentation for internal leadership, committees, and Council as requested.
  • Builds effective working relationships and coordinates across departments and with external agencies, consultants, contractors, utilities, property owners, and residents.
  • Communicates project impacts, schedules, design considerations, and service disruptions to stakeholders and responds to questions or concerns in a professional manner.
  • Provides technical guidance, project support, and mentorship to departmental staff as assigned.
  • Supports continuous improvement in project delivery practices, documentation standards, and internal coordination processes.
  • Demonstrates a commitment to workplace health and safety and complies with Town safety policies and applicable Occupational Health and Safety requirements.
  • Performs other related duties in accordance with Town policies and standards.

EDUCATION AND EXPERIENCE

  • Holds a degree in Civil Engineering, Construction Management, Project Management, or a related field, or holds a diploma in Civil Engineering Technology or a related discipline.
  • Possesses a minimum of two (2) to four (4) years of progressively responsible experience in project delivery, capital works, infrastructure construction, or municipal engineering support.
  • Municipal experience is an asset.
  • An equivalent combination of education and experience may be considered.
  • Registration as an Engineer in Training with APEGA or certification as a Certified Engineering Technologist with ASET is an asset.
  • Project Management Professional (PMP) designation, or active progress toward certification, is an asset.

ADDITIONAL REQUIREMENTS

  • Demonstrates strong knowledge of project delivery, procurement, contract administration, construction methods, and municipal infrastructure practices.
  • Demonstrates familiarity with applicable legislation, regulations, standards, Town bylaws, and corporate policies relevant to municipal capital projects.
  • Demonstrates sound judgment, decision-making, and problem-solving skills in complex project and stakeholder environments.
  • Communicates clearly and effectively in writing and verbally, including the ability to prepare reports, recommendations, and project updates.
  • Demonstrates strong organizational and time-management skills and the ability to manage competing priorities, deadlines, and multiple active projects.
  • Builds effective working relationships and delivers professional customer service, diplomacy, and tact in public-facing and interdepartmental settings.
  • Is proficient with Microsoft Office 365 applications and is comfortable using systems to support reporting, tracking, and day-to-day decision-making.
  • Uses mapping, project, and document systems, including ArcGIS or related software, to support project planning, coordination, and recordkeeping.
  • Works in both office and field environments and conducts site visits and inspections as required.
  • Is able to work outside regular business hours, including evenings or weekends, as required to support project, Council, or public engagement needs.
  • Holds a valid Class 5 driver’s licence and is able to obtain a satisfactory criminal record check and a ten (10) year Driver’s Abstract.

Hours per Week:                    40 hours (Monday to Friday)
Compensation:                     $66,633.06 - $88,860.96
